Everything about the collective labor agreement for higher vocational education

De AOb conclude the collective labor agreement together with the other education unions and the employers' organization Vereniging Hogescholen (VH). In the collective labor agreement, the AOb the largest union. In April 2022, the unions and the VH announced that there was a final agreement for a new collective labor agreement.

Main points of the hbo negotiation agreement 2022-2023

  • Education staff will receive a wage increase of 2022 percent as of June 4
  • In June 2022, all employees will receive a one-off payment of 600 euros gross for a full-time job. The rest will receive this in proportion to the employment
  • The unions and employers endorse the importance of a fund for employees who have been disabled for a long time due to long covid
  • The unions and employers are taking more time to realize a vitality pact - to enable older employees to reach the state pension age in a healthy way and to provide better guidance to new employees.
  • No new agreements have been made about the workload. Everything that has been agreed in this regard in the collective labor agreement 2021-2022 will remain in force. This concerns:
    # Mr's from universities of applied sciences update the existing workload plans. They must take into account working online since corona and make agreements about the availability of workplaces for working online, the number of hours of computer work and the right to inaccessibility.

CLA agreements for training

Universities of applied sciences must annually spend at least six percent of their total annual income on professionalization. Managers make agreements with teachers and support staff about the training activities and record this in writing. Do you have an employment contract of 0,4 FTE or more? Then you are entitled to XNUMX hours per year to work on your competence. Employees with a smaller employment contract get fewer hours. The employers must ensure that these hours in the annual job are exempt. If you have to retrain on the instructions of the employer and cannot refuse this, the employer must reimburse one hundred percent in time and money.

Have a say in the collective labor agreement

AObmembers participate in discussing the collective labor agreement. This can be done via the sector council for higher professional education. Together with the sector council, the AObnegotiators are committed to collective bargaining. As soon as a negotiator agreement has been reached, it will be presented to the Dutch via regional meetings and a digital poll AObmembers. This poll is an advice to the sector council. The council assesses this and then takes a final decision.

  • How many hours for sustainable employability do I have?

    At a contract size of more than 0,4 fte you are entitled to 45 di-hours, part-timers pro rata. The older employee (10 years before state pension age, 5 years worked in higher professional education) is entitled to 45 extra hours. You should see these hours reflected in your annual task.

    That's good to know you as an employee are about spending of these hours. The collective labor agreement is crystal clear about this. You are also entitled to these hours. Employers cannot say that you cannot record the hours. A tip is to always include them in the year, otherwise you will lose them.

    De AOb recommends always having discussions with managers. Make your own choice for filling in your di-hours. If you make the choice to use the di-hours to not work or to work less for a certain period, that is your choice that fits within the spending goals. In general, it may help to simply read the collective labor agreement provisions in this area. You will find this in article m1-a (page 58) of our collective labor agreement.

  • What about saving hours for sustainable employability?

    Until 2020, you could save Tues hours that you did not take up to a maximum of 200 hours. Douwe van der Zweep, AObdirector for higher education, estimates that many HBO employees still have a piggy bank: “We get a lot of questions about it. Particularly in corona time, the Tue hours are taken less.”

    The current collective labor agreement states that the saved hours must be used up before 1 September 2023. In February 2023, it was subsequently agreed that employees would be given more time for this and that the hours could be paid.

    In the calendar years 2023, 2024 and 2025, HBO employees can have 45 di-hours paid out of their saved credit per year. Are you retiring or terminating your employment? Then you can withdraw the credit of hours that you still have in one go, prior to your departure.

  • Am I obliged to include my vacation during the school vacation?

    Employers can designate a maximum of one week and four consecutive or non-consecutive days as compulsory holidays, after approval by the PMR. The other days can be taken freely unless there are serious reasons from the employer to oppose this. The collective labor agreement leaves room for exceptions. In consultation with the PMR, the employer can designate longer periods as compulsory holidays. The approval of the PMR is required for this. The PMR can make compensation agreements.

  • Where can I find the travel allowance?

    The travel costs for commuting are determined per university of applied sciences. This can therefore differ per school. For business trips based on public transport, unless you have permission to travel with your own transport, the tax maximum applies.
