Education unions agree to temporary solution for invaders

In order to offer a solution to the substitute problem in primary and special education, the education unions are prepared to temporarily suspend the chain provision of the unemployment benefit scheme from January to March 2017. This means that no children need to be sent home in a flu wave. In those months, boards can temporarily conclude more contracts in the event of unexpected sickness absence.

The education unions AOb, AVS, CNV Education, FNV Overheid and FvOV emphasize that this is a temporary solution and that it is of great importance in the meantime to come up with a structural solution that guarantees a better position for invaders. If no new agreements have been made in the CLA for 2018, this temporary scheme can also be used at the beginning of that year.

The unions, together with the PO Council, have worked on a temporary solution on behalf of scout Jacques Tichelaar, who was appointed by Minister Asscher to tackle the problem of incursions in primary education.

In recent months, problems have arisen in finding replacements in primary schools. In a few cases, schools have sent students home. The problems stem in large part from a growing shortage of invaders. According to school administrators, the Work and Security Act also played a role in this.

It was agreed in the collective labor agreement that this school year experience would be gained with the new collective labor agreement agreements aimed at a better position for starters with new contract forms. These offer schools more security against invaders and give invaders more perspective and connection with a school. These collective labor agreements would be evaluated next year.

Scout Jacques Tichelaar, who was asked by Minister Asscher to study the incursion problem and the unemployment benefit, advises to temporarily disable the chain provision in the unemployment benefit in the months of January to March. In those flu-sensitive months it should then be easy to temporarily offer extra people a short-term contract in case of unforeseen high absenteeism. Now that unions and PO Council agree with the approach proposed by Tichelaar, the opportunity arises to work on a good replacement policy for schools, pupils and substitute participants.
