Negotiators' agreement for secondary education in Zeeland Flanders
Since yesterday, there has been a negotiator's agreement for the entire secondary education in Zeeuws-Vlaanderen. The four school boards and the unions have made agreements on, among other things, a social status, the predecessor of a social plan, and secondary employment conditions.

Due to shrinkage, the four Zeeuws-Flemish school boards will merge from the coming school year: Zwin College, De Rede, Zeldenrust-Steelantcollege and Stichting Katholiek VO Hulst (Reynaertcollege and Praktijkschool Hulst). Collaboration is essential for education in the region to save and to take care of a wide range of education. The school boards are currently in consultation with the participation councils to obtain approval for the merger.
The same working conditions
For the merger it is necessary that all secondary education teachers and support staff of the four different school boards receive the same fringe benefits and that there is one social status. Menger: “The social statute states how the loss of employment is dealt with. It is a kind of road book and precursor to a social plan. ”
Leaked plan
On the website of the regional channel Broadcaster Zeeland there is talk of forced redundancies to achieve all the cutbacks. The broadcaster is based on a leaked plan. But according to AObdistrict manager Menger told the directors that there will be no compulsory redundancies in the next four years. “The Ministry of Education has made a budget of 4 million euros available for a social plan,” says Menger. "It must therefore be possible to voluntarily stimulate enough employees to find work elsewhere."
The tunnel
Furthermore, the negotiators' agreement mainly contains agreements about secondary employment conditions. For example, the travel allowance, in which the toll is also reimbursed for the tunnel between Zeeuws-Vlaanderen and the upper South Beveland peninsula. In addition, the teaching staff receive compensation if they have to work at a different location. “Our approach was that no one will lose out, we succeeded with this agreement,” says Menger.
Stand-by during vacation
The district manager is satisfied with the compensation for educational support staff (oop-ers). “Because they have to take their holidays in the expensive school holidays, they get extra days off for this. Also the stand-by during holidays in connection with calamities, will be outsourced from August 2018. Sometimes they had to take a week stand-by and they were paid for three hours. ”
Menger positively submits the negotiation agreement to the members. There will be a meeting in Terneuzen on 17 April. "If approved, the agreement will apply from next school year."
