Of the 152 partnerships, almost two thirds (97 organizations) recorded a surplus, rising to 1,5 million euros. 51 partnerships wrote red numbers, according to figures from the Education Executive Agency (DUO) that published the Education magazine analyzed.

Relative to 2017, when 32 million euros remained, there were slightly more partnerships last year that recorded a loss and called on their reserves. At the same time, the vast majority of organizations have more than generous solvency, an indicator of the financial position of institutions.

In the past four financial years since the introduction of appropriate education, joint ventures have always had money left, totaling more than 182 million euros. The annual operating surplus may have decreased, but this does not alter the fact that reserves grew continuously. 44 of the 152 partnerships had money left over every year since 2015.

With the introduction of appropriate education in the summer of 2014, regional partnerships are responsible for the distribution of support budgets for special needs students. Last year, this involved more than 2 billion euros in public money. A large part is channeled directly to school boards, partly by the implementing organization DUO and partly by the partnerships themselves.

In The Hague politics the reserves are of partnerships for quite some time a source of annoyance. Minister Arie Slob and the House of Representatives want to reduce the buffers, so that more money is used to support special needs students. The Education Inspectorate is currently doing research and will report on this later this year.
