Minister Slob: 'Pay Lio interns in accordance with the collective labor agreement'
Boards must pay fourth-year trainee teachers for their final internship as agreed in the collective labor agreements. Education minister Arie Slob urges employers' organizations PO and VO council on this.

Uit research of the Education Magazine it turned out at the end of last year that collective bargaining agreements for lios are being flouted en masse, in both primary and secondary education. In secondary education, it happens that one student does not receive a penny for his fourth-year internship and the other is paid royally - at one and the same school. In primary education, whether or not the junior trainee is paid depends on the region. There, too, things are going in all directions: just like in secondary education, some trainees are not paid and others receive more than agreed.
Weird situation
The employers' organizations must hold their boards accountable for this behavior, Education Minister Arie Slob now says in a statement answer questions by Member of Parliament Lisa Westerveld (GroenLinks). 'We will ask the PO council and the secondary school council to inform boards about this issue and insist on paying a fee for the internship, paying trainees in accordance with the collective labor agreement and not to use trainees as trainees.' In primary education, the strange situation occurs that there are two types of contract: students can be appointed as 'lio as an employee' and as 'lio as a trainee'. Those who have the first contract form are entitled to 50 percent of scale L10-1 in a full-time appointment according to the CAO. The salary is then 1281 euros.
On paper, the 'student as intern' is not allowed to teach independently
Those who have the second contract form do not have to expect any money from the internship school. On paper, the 'student as trainee' is not allowed to teach independently. In practice, this distinction does not exist. In secondary education, these different contract forms should not exist, according to the collective labor agreement, but the same way they mess around. There, all fourth-year students should receive a work placement agreement. According to the CLA, a full-time appointment equals 50 percent of scale LD-1. That is 1345 euros. Only one in four student teachers is paid for this; 12 percent gets paid more.
Substitutes
Due to the teacher shortage, LIO trainees regularly teach independently without the supervision of a teacher. The Guide to teacher shortage in primary education, published by the Ministry of Education and the Inspectorate at the end of 2018, also mentions the use of trainees as replacements for qualified teachers as an option when a primary school is struggling with the teacher shortage. In the answer to the parliamentary questions, Slob refers to this guide because it states: 'This deployment is only permitted within a temporary employment contract'. In other words: against payment.
