How the growth of special education announced itself
It received a lot of attention before and the Education Inspectorate is also thinking about it: special education has grown a little nationally for the first time in years. If you zoom in on the figures, you will see that the turnaround came earlier.

The growth in special education (excluding VSO) comes down to more than seven hundred students, an increase of one and a half percent. More than half of this can be attributed to clusters 2, which falls under a national referral system.
The other half is accounted for by clusters 3 and 4, which are the responsibility of the 77 regional partnerships in primary education.
Development
The increase in the latter category amounts to 345 pupils this school year. In the previous five years, there had been a continuous contraction in SO. Student figures show a wave movement. The contraction of SO intensified around the introduction of appropriate education. The highlight was 2015/16: a decrease of 1057 students. Last school year, the national decrease already weakened considerably to 205 students. There is a big difference between regions that have to make cutbacks (negative equalization) and regions that receive extra money (positive equalization):

Over the entire period - since the introduction of appropriate education - there has still been a decline in the special education of 917 pupils, almost four percent. In the April issue of the Education Magazine more attention for regional developments behind the national image.
