Negotiations on the new collective labor agreement for MBO

Negotiations for a new collective labor agreement in MBO will start on 22 November. The current collective labor agreement - which runs until December 1, 2021 - has been terminated. The negotiators will continue to work with the current collective labor agreement.

"De dog that exists now was mainly a short-term pay-cao", say AOb- director of secondary vocational education Henrik de Moel who sits at the negotiating table on behalf of the union. The unions concluded this collective labor agreement to secure the money that was available.

“We hoped that in the meantime there would be a new cabinet that would invest in MBO, so that the career prospects of teachers can be improved, for example.” The commitment of the AOb is to have 60 percent of teachers in the higher LC salary scale to get. “This requires an extra 90 million euros on a structural basis. We always point this out to politicians.”

Terminate

The new cabinet is not there yet, but the term of the collective labor agreement is almost over. If the unions did not act, the current collective labor agreement would be automatically extended. Therefore, the AOb canceled the collective agreement. “This prevents an automatic extension of 7,5 months,” says De Moel. “The current collective labor agreement would then continue until June 2022, but it is difficult for institutions to implement agreements for the next school year. Of course we will now consult with the employers about a new collective labor agreement as of 1 December 2021.”

As long as the wage margin is unknown, employers will not want to make any commitments

The problem is that the wage margin for 2022 is still unknown. The cabinet always determines this space in the spring – usually in April. De Moel: “The topics that we will be negotiating in November are therefore necessarily smaller – often technical – topics, such as travel allowances, extra arrangements in case of mergers or agreements about better cooperation between MBO and VO schools (Decree on administrative harmonization of vocational education). These are topics that have emerged from previous working groups with members or are necessary due to legislative changes.” The employers will not want to make any promises about the wages as long as the wage margin is not known.

Formation

If the cabinet formation suddenly gains momentum, the outcome of the formation will also be discussed immediately at the negotiating table, according to De Moel.
