Central Institute for Test Development (Cito)

The Cito organization develops tests and exams for education. Cito also makes student tracking systems for schools that keep track of all students' scores and skills. Cito's Central Final Test is known to many eighth graders. About six hundred people work at Cito.


The CLA comes into effect on 1 January 2018 and has a term up to and including 31
December 2019. This CLA was signed on 9 January 2018 by the unions and the Cito Foundation. No later than three months before the end of the term, the unions or employers can indicate whether termination of this CLA is desirable. If this does not happen, the term will be extended by one year each time.

Main points of the current collective labor agreement

  • Cito's employees receive a pay rise. This is 0,5 percent structurally from 1 January 2018 and 1 percent structurally from 1 January 2019. The employees also receive a one-off payment.
  • It has been agreed with the employer that - at the expense of the employer - a collective disability insurance will be taken out in the event of partial disability. This insures up to 70 percent of current income against partial incapacity for work.
  • From 1 January 2018, the full working week at Cito has been reduced to 36 hours. The working time factor and the number of hours of leave remain the same. Employees therefore receive slightly more leave and, on balance, a higher hourly wage.
  • Part of the individual employee budget (it is also described in the collective labor agreement as: IWB) is earmarked and employees must spend on professionalization. If they don't use the budget for this purpose, it will expire. However, employees can make multi-year agreements and the budget can be saved up to three years. If employees spend more than 20 percent on training, they receive extra study leave.
  • Repair of the third year of unemployment benefit.

Have a say in the collective labor agreement

AObmembers participate in discussing the collective labor agreement. As the AOb- negotiator reaches a negotiator agreement with the employers, members will receive a newsletter in their email in which the agreements are briefly explained. A digital membership consultation is also held and employees can give their opinion on the agreement reached.
