Transition requirements from HAVO to VWO will soon be the same everywhere
Those who have a HAVO diploma should be given a fair chance to transfer to VWO, says Education Minister Arie Slob (ChristenUnie). He wants to amend the law to improve progression to VWO.

Schools now place different requirements on HAVO students who want to transfer to VWO after their exams. One person requires an average exam mark of at least 7,5, while the other is satisfied with a good motivation letter. Some schools have no additional requirements at all.

If it were up to Minister Slob, in September 2020 every havist has the right to try it at a higher level. “All students deserve the opportunity to get the most out of themselves. Even if, for example, you flower a little later than your classmates. ”
The minister does want to prevent switchers from dropping out from pre-university education. He is therefore investigating how they can be prepared as well as possible and is hoping for a uniform admission requirement. For example, an ambitious HAVist should take exams not in seven but in eight subjects.

Research commissioned by the ministry shows that 13 percent of schools (very) regularly stop a havis student, usually because of a low final exam score. 42 percent of schools do this 'only occasionally'.
Preparation
The schools are not entirely happy with the new right to transfer, the same study shows. They fear that pupils will end up at the wrong level and believe that, if the law does arise, pupils should be able to take extra lessons in preparation, or subjects at a higher level.
It used to happen more often than now that a former MAVO student eventually obtained a university degree. The amendment to the law should make it easier to stack courses again. Slob also wants to facilitate the transition from MAVO to HAVO and will send a bill to this end to the House of Representatives next month.
