In order to be able to properly arrange replacement in the event of illness and other leave, agreements have been made about min / max contracts and bonding contracts (Art. 3.6 and 3.7, respectively 4.6b and 4.6c).
The collective labor agreement gives the employee participation (staff section of the GMR) the power of consent to influence the replacement policy. This policy is mandatory for special education (2.15 paragraph 4); to be determined before 1 October 2016.
In public education, employers have the option of laying down the replacement in policy (4.6 paragraph 1a). If that choice is made, it is a one-off. In other words: irreversible. In that case (and only then) public education can also make use of min / max contracts and bonding contracts.
