Lost salary after injection

Yesterday, primary school teachers throughout the Netherlands did not teach for the first hour. Many school boards support the action, especially because it was a joint action by PO in Actie, the education unions and the employers' organization PO council. The PO Council has explicitly called on boards to continue to pay teachers' salaries during that first hour because the strike is also intended as a statement towards politics.
School boards may ultimately decide for themselves whether or not to continue to pay the salary. If an employee gives up part of his work, a board may withhold wages. The question in this action is then only how much wages an employer can withhold exactly if teachers did other work during that hour.
