Chamber restores free flow of MBO-HBO
Level 4 MBO students will soon be able to transfer to HBO again, regardless of the direction of their previous education. On Tuesday, the House of Representatives approved a motion by the CDA to scrap the so-called kinship requirements.

Since 2015, MBO students who wish to transfer to higher vocational education have been refused entry if their prior education is too far removed from their intended study. Universities of applied sciences may decide for themselves whether and how they test the knowledge of MBO students with unrelated prior education and what the consequences will be if this is not satisfactory.
But this scheme has no effect on the study results of former MBO students, according to research by ResearchNed last year. Moreover, according to the CDA, they mainly hinder students who want to study in healthcare or technology, sectors that are struggling with shortages on the labor market. The CDA thought it should be deleted, and the House agrees.
Selection
Things are also going to change at the universities. Thanks to a motion by D66, master's programs with a numerus fixus will soon be able to properly explain the criteria on the basis of which they select their students. The selection criteria must be scientifically substantiated and there will also be a maximum of the number of criteria that may be set.
In addition to selection, self-selection is also being looked at: a study will be conducted into young people who do have the potential to follow a higher education study, but who - for example due to a lack of self-confidence - decide not to do so. A PvdA motion to that effect received a majority in the House of Representatives.
