Slightly more higher vocational education teachers with a permanent contract
Lecturers at universities of applied sciences have a permanent contract slightly more often. The support staff, on the other hand, is more and more in temporary employment. But it can vary considerably from university to university. The AOb calls for a generation pact in which older employees work less and young people get a permanent contract sooner.
For several years, the share of HBO teachers with a temporary contract fluctuated around 15 percent, but in 2021 it shot up to 19 percent. Now it has dropped again to 18 percent.
The increase in 2021 was due to the corona resources for education, was the explanation at the time. The cabinet made millions of euros available to limit the damage from the corona crisis and the universities of applied sciences hired new lecturers from that money. They were first given a temporary contract.
There is now a record number of HBO lecturers: more than 37 thousand, who together fill more than 26.500 FTEs.

Among support staff, a total of seventeen thousand employees, the share of temporary contracts has increased for the fourth consecutive year. It now stands at 17 percent. This includes porters, schedulers, administrators, policy officers, managers, and so on.
Differences
There are considerable differences between universities of applied sciences, according to a comparison of the largest institutions. At the Hogeschool van Amsterdam, 13 percent of the teachers are in temporary employment, while at the Hogeschool Leiden that is twice as many. Why Leiden University of Applied Sciences ranks so high? During the corona period, many students came to the HBO and during that period, the university of applied sciences says it hired a relatively large number of new people, who first received a temporary contract. “But we usually convert that contract to a permanent contract afterwards,” said a spokesman. “We also had quite a bit of turnover during that period.”
The same applies to support staff, with the same universities of applied sciences at the ends of the spectrum: at the AUAS 11 percent have a temporary contract, at Hogeschool Leiden this is 22 percent.

Hiring
AObdirector Douwe van der Zweep says that in the CLA HBO it is clearly stated that structural work is in principle carried out on a permanent contract. Van der Zweep: "Each university of applied sciences sets a maximum percentage with the mr. It seems good news that the universities of applied sciences are moving towards those maximums again, but in practice it means that many temporary contracts are not continued. We would prefer that colleagues who who came in on the corona funds (National Program Education) will be employed permanently instead of being laid off. That is why we advocate a generation pact."
Conversation
It seems according to the AObdirector notes that some universities of applied sciences are not aware of the agreement that an upper limit must be agreed with the mr. "We want to talk to these universities of applied sciences. A quarter of your teachers on an uncertain contract is bad for the quality of education," says Van der Zweep.
Recently performed the AOb another action against flexible contracts, especially at universities. The union drove a bus past various institutions to draw attention to the 'flex addiction'.
Numbers
The figures on permanent and temporary contracts at universities run until the end of 2021. Almost all professors and associate professors have a permanent appointment. Of the 'lecturers' (without research tasks), 60 percent have a temporary appointment, as do 30 percent of the 'university lecturers', who are one step higher on the career ladder.
For support staff, the differences are less significant. At the universities, 18 percent have a temporary contract; that is slightly more than in HBO.
